‘Bold’ rapist still has no place to reside

No specific site in East County has yet been suggested for the possible release of the “Bolder Than Most” rapist after the housing site in Jacumba Hot Springs fell through, but the judge may again consider the backcountry since many of the others were placed here.

Attorneys met Jan. 11 before San Diego Superior Court Judge David Gill to consider possibili­ties for Alvin Ray Quarles, now 56, who was in his 20’s when he sexually assaulted 12 women in San Diego County.

The District Attorney’s office has filed a motion asking Gill to re-consider releasing him while Quarles’ attorney is challenging the idea that Gill can re-consid­er his previous ruling to release him.

Quarles was not in court Jan. 11, and remains in Coalinga State Hospital and filed a petition for release in 2016. He has finished part of the psychiat­ric facility’s program, and Gill asked and received a report from the hospital about a new evalua­tion of him.

“We have definitely reviewed the report from the hospital, but we can’t talk about it,” said Deputy District Attorney Jes­sica Coto afterwards.

“The information in that re­port (shows) strong evidence for the court to reconsider its ruling,” said Coto.

Quarles was sentenced to 50 years in prison in 1989, and was eligible for release after he served 25 years under the for­mer law that allowed inmates to be paroled if they served half of their sentences.

Quarles was classified as sex­ually violent predator (SVP) and he was confined at the Coalinga hospital. He has been in custody for 31 years so far.

Gill ruled on Oct. 12 that Quar­les could be released to a home in Jacumba Hot Springs, but his housing fell through after it was determined officials had not been dealing with the actual house’s owner, as he was not au­thorized to rent it out.

Attorney Amy Hoffman, who represents Quarles, told Gill on Jan. 11 she plans to file more mo­tions before the next hearing on March 8. She wants Gill to keep his original ruling and eventu­ally re-locate Quarles to another site.
