The ACPG met on August 23, 2012 to an audience of 7-Eleven protesters. Greg Fox read a letter from the County of San Diego, Dept of Planning and Land Use, outlining the reasons for issuing a Type 21 Liquor License to 7-Eleven on Alpine Blvd. The determination was based on the Sheriff's Department recommendation that the proposed Transfer of an existing Type 21 license (within the census tract) will not negatively influence the rate of criminal activity in the neighborhood.

The Director of Planning and Land Use finds that the proposed project is compatible with the neighborhood character because the location of the 7-Eleven is within the Alpine downtown commercial district at the corner of Victoria Drive and Alpine Blvd. The decision by the Director of Planning and Land Use may be appealed by the ACPG within ten calendar days, accompanied by a check for $750.00.
Greg Fox then read a letter to the ACPG and made a motion to send the letter to appeal the decision to issue the Type 21 Liquor License for the 7-Eleven on Alpine Blvd. There were 2 abstentions from the vote and the vote passed.
Item #2 was to discuss alternatives to replace the previous Planning Group Web Site. The new Website is up and running although not all members are using the site at this time. The next item was from the County of San Diego requesting updated contact information for Planning Group members for future emails that will pertain to Form 700 electronic notifications starting in 2013. The Form 700 is a financial form to report any monies the ACPG members have received.
Next on the agenda was from the County of San Diego wanting input and feedback on the DRAFT County of San Diego – Alpine Design Review Checklist. Most thought it was to the point.
In the officers reports Chairman Fox noticed the filing for the ACPG openings was now closed. He also said the Tribal Officers will be at the September ACPG meeting re: land use.
Jim Easterling, Vice-Chairman, wondered why the Fresh and Easy Liquor License was supported and yet the 7-Eleven was protested so loudly. And the park land proposed behind Albertson's was wanted by the community however the neighbors were able to veto the proposal. The most of the surrounding neighbors to the 7-Eleven are in favor yet the community is not.
Kippy Thomas, Alpine Design Review Board, said the only news was regarding the elevations on the McDonald's in the Albertson's parking lot.
Questions were raised about the number of Liquor Licenses approved for Alpine. The Alpine Inn has no Liquor License and supposedly no more are allowed for Alpine. The community says they think the Alpine Inn should be allowed to have a Liquor License. The audience said the ACPG had approved the 7-Eleven coming to Alpine. However, the ACPG approved the building, not the tenant. None knew what tenant would be moving into the building. Another question was regarding Handicap Spaces and it was thought the parking is great throughout the Alpine Blvd. area. A comment regarding the rubberized pavement not being very good in certain areas was thought to be handled in another mock-up at the September 27th meeting of the ACPG. Comments were also made regarding the turn lane being used as a pass lane and is an accident waiting to happen. The triangle between Arnold and Alpine Blvd has been the site of accidents since the new turn lanes have been implemented.
The Parks and Recreation sub-committee chairman, Jim Archer, said the next meeting of the Parks and Recs sub-committee will be the second Wed in September.
Sharmin Self's committee of Facilities will meet on the 13th of September.
